Theres some bare feeder before main breaker
 
Maybe 1/2" of bare feeder before the main breaker. Anything I can do about this other than replacing the feeder. Like cover it with something without touching it? ;)

How do they go about replacing a feeder? How do you get these lines shut off? From the pole?

I wouldn't do anything... why would you want to?? The only technical issue is the wire isn't at the correct strip length. But on main lugs this isn't unusual and doesn't pose much of any safety hazard. Just keep bare ground wires away as they should be.

Thanks...I jumped it while pulling out an old wire once. I guess in retrospect, I could have cut the old wire so I would not have had to pull the wires past the feeders!

And that's really the only time there's really any danger. Because even if the feeder was stripped to fit the lug just right, the lug is still exposed no matter what. Anything more than 1/2" from the lug is unprofessional on the installers part.
