theorical amps and real amps do not match
 
I have placed 23 pot lights with 50 watts bulbscalculation23 fixtures x 50 watts = 1150 wattsP=E * I1150 = 120 * I.....I = 9.6 ampsI had used my clamp meter on amps..and it reads...7 amps..WHY????

inaccurate meter, failure to consider circuit impedance , you don't actually have 120 volts, the lamps aren't actually 50 watt lamps at 120 volts

130 volt rated bulbs operating at 120 or lower voltage could produce those results. 23 bulbs on a 15 Amp circuit could have significant voltage drop as well.
