That's Not Code

While vacationing at First Landing State Park in Virginia Beach, I saw this setup every time I used the bath house.

The individual conductors were run through conduit and then just wrapped in electrical tape. This hand dryer was in a public bath house on state property. Are they exempt from inspections?

I didn't get a picture of another creative wiring job in which to make a 3-way light, a single red conductor just taped to the yellow 12-gauge Romex from switch to light to switch. No conduit or other protection. This wiring job was on private, not state or public, property.

Often, yes. Government property (other than federal property) inside cities is usually subject to municipal codes and inspections. But outside of moderately large cities, government projects generally do not get inspected by anyone other than the government's own representatives. This kind of stuff happens all the time on those jobs.

Hey, it's better than using the bare ground for the traveler!
