Tapping into a Junction Box

Hi, I want to add a new outlet and want to tap into the junction box, the wires in the juction box are red and white and are connected together, is this safe and can I just connect the new wire together with the red and white and run the new wire to the outlet. Please advise. Thanks in advance.

You need to go back and add where you live in your profile for better advise,
In the US red may mean it's a switch leg.

It is also going to depend on what that circuit is currently serving and the location of the new receptacle. Not all circuits can be used for other purposes.
