tap into an outlet with black wires to wire a new one


In my attic I want to tap into an exsisting outlet to wire a new one. The exsisting outlet is wired with black wire, I never seen this before. I am thinking that the black wire means alway hot. But inside the sheath or black wire cover is a black and white wire. I want to wire an new outlet from this outlet.

Is there a bare copper wire along with the black and white insulated wires?

What does the existing cable feed. Certain circuits cannot be shared with other areas.
