tacking wire in stud wall

Do you need to tack nm traveling horizontal through a stud wall. Does the 4'6" between tacks apply here?
Also does it make any difference where that wire is in the wall... below outlets, above outlets, does it matter?

Through drilled holes counts as secured.

Above or below does not matter. Leave enough space above or below the box for the staple. Above the box you do not need to bend over so far to pull the wire.

if a wire goes through a drilled hole, it is considered secured. This does not apply next to box. Where it enters a box it still needs to be stapled within 8 inches
