switch and panel replacement

My plan is to:

A: Replace the old knife blade switch, but what do i replace it with? Do I need to have a switch there, or can I just run the cable directly from the meter to the new panel (about 75')

B: From the new switch, run new 4wire 2-2-2-4 alum ser cable from the garage to another building where I am going to install a new panel. Would that new panel be considered a sub panel or main panel?

Thanks

switch and panel replacement

With wiring that old and by the questions your asking you really need to call a real electrition to come look this over and do it for you.
Something that old will need all new wires from the pole, new panel and all new wires.

You need a disconnect as close as possible to where the power feed cable enters the house. 75' away is too far. You need a disconnect. You can get a meter pan with a disconnect in it. Then you won't need the disconnect inside.
