Surface-mounted ceiling fan?

My brother moved into an apartment. He wants a ceiling fan. This plan, if we were to do it, would be run by his landlord first.

I see that wiremold makes surface-mount boxes for fans:

This box would obviously need to be screwed directly into the bottom of a joist.

Is it safe or ridiculous to run a cable out of the box and convert it into a plug to go into a receptacle? This cable would be protected from damage using a raceway.

Is this safe and legal, assuming the landlord doesn't mind? All that would have to be done when he moves out would be patching a couple of screw holes in the ceiling.

Thanks.

Surface-mounted ceiling fan?

Actually you do not have to do any permanent wiring. Use a fan swag kit; here is a link
