Is there a meter I can put on a sub panel for our upstairs rental?

Pretty much every time I have seen this discussed it has been mentioned that sub-metering a tenant like this (to back charge them) is illegal.

There is nothing inherently illegal about charging a tenant for utilities they consume. It would be dependent on the tenants lease.

I know in my area this is illegal.

A LL can install a separate service for the rental and the utility bills direct to the renter, but the LL cannot sub-meter a renter and back charge based on that sub-metering.
