stopping cold air flow
 
Opened up the house panel today to add a circuit and found out why there was frost on it. The spider web in front of the pipe where the feed comes in was blowing back and forth.

Is it against code to use great stuff or insulation to plug the hole? If it is, anything else I can do?

Is the air coming in through the pipe, or around it?
If it's around the pipe, then you can probably use anything (non-flammable) that you want, but if it's through the pipe itself, there are limitations to what you can use.
Also, I would put the insulation outside, not inside, especially not inside the panel enclosure.

yes, its through the pipe, putting it on the outside sounds like better idea, anything in particular I should/shouldn't use?

In my area either great stuff or pure silicone caulk is used outside around the SE cable.
