Split Buss? how to disconnect power?

I have a split buss panel. I'd like to change the wiring to the double pole 20A breaker in the bottom right corner. It is currently wired for an electric stove. The stove doesn't exist. We have gas. I'd like to use the breaker to run 8 gauge wire into another room to make a sub panel.

How do I shut off the power to the breaker so I don't get zapped?

First it not called a split bus anyways there has to be a main some where, look for one by the meter. Even after you shut it make sure to TEST!

Clean up this panel first. You've got several violations on it.

For a start - Open knockouts need to be closed and cables need to be secured where they come into the panel.

And while you have the power off... clean that mess up!
Better yet just change it out.

That's not a split bus panel. It is a mail lug panel. Only way to disconnect power to it is at the source of the wires feeding it. This may be a breaker or it may be from a meter.
