Spare main panel circuits


A CEC question.
Someone told me that a main panel has to have 2 spare 15A unused circuits.
The code is worded as 2 spare circuits for future use.
I tend to think that the 2 spare rule is at the time of initial installation.
After adding 2 circuits my panel is now full after 25 yrs of the house's existence so am I within code to have all circuits used?
