Single Phase Sub Panel from 3 Phase Power supply

I need to know if a Single Phase Sub Panel can be run from a 3 Phase Power supply? And can a Stiebel Eltron electric water heater be installed based on the power specifications below:
I want to install a Stiebel Eltron Tankless Electric water heater purchased in the U.S & install in a villa in Phuket Thailand (whole house tankless electric water heaters are not available in Thailand, they only sell point of use electric water heaters).
My villa electricity meter has the following rating:
3 Phase/4 wire (3x220/380V) 50hz 15(45)A.
Electrical specifications of the Stiebel Eltron electric water heater:
3xSingle Phase, 208/240V, 21.6/28.8Watts, 3x35/40A, Min circuit breaker size 3x50A, wire size 3x8.

Cheers
The Quan

It would work provided you ran a neutral for each circuit HOWEVER, you do not appear to have enough capacity in your main panel to operate such a device.
