Should I rewire the whole house??
 
Hello all, I am renovating a two story duplex that was flooded out in New Orleans. The bottom was flooded out but the top is in great condition.
My question is should I totally replace the electrical from top to bottom or would it be ok if I replace the bottom and keep the original wiring at the top.

I want to save money of course but I don't want to jeopardize the integrity or safety of the house.

The wiring that has not been under water it would not be damaged. If there has been no roof and the rain has been on these cables then replace them.
If the whole house is being gutted to the studs then you must bring the whole house up to current code. That means AFCI in the bedrooms among othre things.

The bottom has been gutted but the upstairs is still in the same pre-katrina condition. The roof is in good condition so there was no water at the top!

Then you should be good to go. Just remember when you are reconnecting to the upper level you must make all your connection in accessible junction boxes. You bury any connections inside the walls.
