Short Wires
 
I NEED TO UPDATE MY ELECTRICAL PANEL TO 220A SERVICE. I FIND THAT SOME OF MY NEUTRAL AND GROUND WIRES ARE A BIT SHORT OF REACHING THE GROUNDING BAR. HOW DO I EXTEND THESE WIRES? CAN I ADD PIG TAILS TO EACH WIRE, USING WIRE NUTS?

I am NOT a pro licensed electrician - and please wait until one or more confirms this - but I believe that the preliminary answer is yes, you can pigtail with the same size wire in this situation.
Also, you can double-check with your Building Inspection Department for local code on what is acceptable. They should be permitting and inspecting this anyway.

Yes. You can add wire by using wire nuts and extending to the neutral and ground bars. Make sure you use the same size wire and only 1 per screw and nut
