Service upgrade
 
I know that this subject is pretty routine for most here, but I've got a few questions.

Upgrading fairly old 60 amp (all fuses) service and I think we're pretty much done with the inside work (panel, breakers, etc.). We now have to upgrade the service from the outside (Metro Detroit area Detroit Edison / DTE) and I know that the homeowner (me) is responsible for the drop (riser?), the weatherhead, and the can. Edison then will do the upgrade is how I understand it. I can buy a meter, and the other needed material but my question is; is this done live? I've got the old three wire coming in with no weatherhead, just turnbuckles anchored to the house and the riser is attached to each of the three service lines with split bolts. I have friends and family that do electrical, though mostly commercial, but are they going to be doing this live (without shutting down) and if so, how does one accomplish that with three service wires potentially flopping around?

Any help/answers will be greatly appreciated.

Where I live you schedule with the POCO and inspector.

Have the lines disconnected in the morning, get the inspector after lunch and once he /she calls in the poco will come back and re-connect.
