Running wiring at joists for pot lights

The wiring is for basement recessed pot lights.
Not sure if it should have been that way? Thanks.

Technically, no, it should not be there. It should be in the middle of the joist or at least under the top 2x4. Vulnerable to screrws/nails from above.
