Running romex down a bulkhead

I need to run a line down the length of the room into a column, there is no easy way to get this line there besides running it inside the bulk head which covers the HVAC ducts and a 8" I beam.. The bulk head is framed like a OSB I beam then 2x4's down the center to form a ladder 16" O.C."

the ladder is held together by 2x4's which then screwed into the OSB. (Picture attached to show what I mean)

The only place I could easily run a line is where I marked it in red on the drawing... Is this allowed? It would be 2" in from all sides... 1 1/2" for the 2x4 and another half inch of OSB.

That would be fine. Secure the cable to the side of the bulkhead.
