running outside and then inside for subpanel

Planning to upgrade a 2nd floor fuse box with a new subpanel. Need to run 6-3 BX to the subpanel. Can I first run the wire by going out the basement in an outside conduit going about 4 feet and then back in again with BX to subpanel. The outside conduit would be on the side of the house, along the driveway. Would this be up to code in NYC?
