running exposed wiring under base kitchen cabinet


I have an old house and need to run wiring to a mircowave and over counter outlet. I need to bring the wire up from the basement. Unfortunately, I can't bring it up in the wall. Can I bring it up through the floor and then into the wall using the open area under a base cabinet? do I need to shield the wire under the cabinet.

This is how we wire kitchen island receptacles.

romex needs to be shielded in some way if it's in an area it could be damaged, but just for looks I'd probably use wiremold anyway, it will look cleaner.
