Running Electrical into an Insulated Room

Looking for advice regarding an unfinished insulated above-ground room that we're looking to finish off. This is a Ryan Homes Townhouse. The back half of the first floor has been unfinished since we purchased the home. As I already said the room is already insulated but there is no electrical. How do I run electrical to this room?
1. Put up a new frame over the frame with insulation and run electrical through that?
2. Try to run electrical through or over the insulation and use nail plates? Would that pass inspection?
3. Rip out insulation and start over?
Any advice is appreciated. Thank you.

I've attached a picture of what i'm looking at in the room.

Are you CERTAIN that the room doesn't already have some basic wiring?
A receptacle circuit and maybe a light?

Yea...that^^^............it would take you all of 5 min to pull back that insulation...and maybe 10 min to put it back.....and and 10 to fix what they didn't do right....

Get it all back to bare studs....a lot easier to work with....take plenty of pics for future use.....

And get those permits....it's easy....but will pay off in the long run.

Running Electrical into an Insulated Room

The only electrical in the room is a light running directly from the ceiling in the other room. The light is on the same circuit for the other room. While there appears to be a circuit dedicated to the room it stops in the adjacent room at a receptacle with a cover plate.
