romex holes close to edge

Who said the code is 2" ?
Impossible to get a hole 2" from each edge on a 2x4 today

They where probally just drilled in a rush, i doubt theres any house that has every single hole drilled property..

The code calls for the holes to be no closer than 1 1/4" unless nail plates are provided.

Drilling holes close to either edge of a joist will weaken it. The holes should be drilled in the middle of the depth of the member.

fix it leave it? when I drill additional holes in the same joist in the same or height follow code?

I certainly would not continue to drill in the spots that will take even more strength out of the joist.

The only way to fix this would involve adding sister joists to the existing framing. You would also need to remove the cabling to allow the sisters to be installed.
