requirements for an island wiring
 
is the wiring requirements the same for an island as it is for counters, (20a or 15a split two per circuit) also is there any rules about where the placement of the recs should be (ie can i surface mount them on the island couinter

I assume your in Canada by your name.

The code says at least one recepticale(15A split or 20A) installed at each permanently fixed island counter space with a long dimension of 600mm or greater and a short dimension of 300mm or greater.

I'm not sure how to interpet that, maybe one of the other Canadians on here who do residential will be able to fill us in.

The plugs can not be surfaced mounter, I would say put them on the side and try to cut them into the cabinet for they look good.

Plugs can not be mounted face up in the counter. They can be surface mounted if you use a tombstone.
