re. my recent panel post
1. i did venture into what i considered an unsafe setup of my main panel (switch inside and the feeder wires still hot regardless of on/off). i replaced some 20 amp breaker to which, idiotically, 14 gauge wires had been connected, with 15 amp breakers and went even as far as introducing a whole new 15 amp circuit. apparently, i did not touch a hot feeder.
2. once i did this, the flickering light started functioning properly, as it was no longer being supplied by the old armored ungrounded cable but with the new circuit described above.
