radiant floor heat under tile


any thoughts out there on putting radiant heat straight onto the concrete? could it be a heat sink or not a problem?

Seems like the heat radiated from the bottom of the element would disappear into the concrete, and the heat from the top would heat the tile. I don't see how this could be avoided without a reflector of some kind between the heater and concrete.

My whole house is heated by radiant floor heat:
