quick question

Lets say a 100 amp main panel says 24 spaces 24 circuits , there are 3 220 runs using 6 spaces , are those 3 220 runs counted as 3 circuits or 6 as they use 6 slots meaning you can use a few mini breakers to regaing your maximum circuits or no .
