Contacting your local inspection authority to get the specific requirements. It varies so much from one locale to another.

Getting enough experience and learning to comfortably (and legally) take a licensing test.

Stubbie, Come on down to the ATL. For a little more than $90, I can get you a new SS card, citizenship, SS#'s for your 12 dependents, and a sexy green card. You might have to change your name to Jose Mendoza, though.
