Pull boxes / elbows accessable?


HI
Ofcourse I know anywhere there is a junction, it must remain accessible.

But what about the factory pull elbows with a cover plate, or a box that is strictly for routing wires with no connections / junctions.

Do these always have to stay fully accessible when no junctions are present? (wires just pass through unbroken) I know it would make it harder to change things later if you could not get to them easily, but it would still be easier than romex in the walls....

If the enclosure is designed to be opened in any way it must remain accessible.
