Power circuits under leaky bathtub?

We're renting a home that has a leaky ground floor bathroom. We first notified the landlord two months ago, and we're going to call them again today. However, I've since noticed something which worries me: there are two power circuits in immediate proximity to the leak. The lines are in the floor beneath the tub, and visible from the open basement ceiling. One line presses up against the tub drain pipe. The other line, a 220v circuit for the dryer, runs directly under the leak path. Both circuits appear to be older wiring with black weave insulation of some type. Am I right to be concerned about these circuits, or am I worrying too much?

No you should be worried...call a raise heck with the land lord. If the owner won't do anythig, do you have a housing authority in your area that could assist you?
