You need to purchase the light you are going to use and build to fit that. I am assuming you are talking fluorescent lamp.

It would be less money to buy him one than build him one. But that is an awful nice thing you want to do. I am highly impressed.

Go to HD or Lowes and look at fluorescent fixtures. Look at the different sizes. Length of the bulbs ect....
Then plan your lamp around the fixture as said above. A 2'x4' foot fixture would look real nice over the table. Check on the drop in style. The type for drop ceilings. You can then remove the guts from this fixture and put them in your masterpiece. Have fun.

If you want no shadows on the table the placement of the light(s) might take some planning.

thank you all very much for your comments. The reason I want to build the light is because I will be useing a special wood that we are triming the game room with. You cant buy this wood any where.

Most pool tables/billiard tables in the better pool rooms have one fixture over them. Try 41"L x 16''W x12"H I just measured one for you at Austins down the street. Uses 3 G 40 bulbs

Looks similar to this only has two pool cues and a rack for logo

you could go and take pictures of the inside of the pool room for me so I will know what one looks like inside. then you could have a soda for me too and play a game of pool for all of us who need to relax a bit. thank you very much for the help, you have been great. come to alaska sometime and visit us. also did you take a look at my pool room photo. the whole room is about 1300 sq. ft. with a bar, card table room and tv room. I have been looking for manly looking hardware and faucets and lighting for my husband but have had a hard time finding them. I did find door hardware but enoughing else, but will keep looking.
