No. It's consistent with a loose branch circuit neutral, but not a loose main neutral. A loose main neutral would result in a voltage swing up or down for all 120V circuits in the house, but not complete failure of one circuit. Only a loose main hot or a problem with the branch circuit can cause that.

off-hand i think the total amount of receptacles is 13....
is that commonly too many for one breaker?

There is no limit specified by the electrical code in the US for residential applications. I would not want 13 on one circuit, but it is commonly done.
