permit needed to re-position electrical fixtures

Same here. My electrical inspection cost $400. The guy did even less than what you describe. My dryer receptacle didn't even have a cover (still doesn't) and I still passed. Were it not for the fact I was building a complete house (tough to hide that), I wouldn't have pulled a permit at all.
