Your 1st inspection (rough) just need to show the wire is there ready for cabinet placement. Your final inspection will be after the kitchen is done, where the outlet under the sink will need to be there.
PS - if this is an island free-standing, you do need a 20a gfci protected outlet on the SABC (Small appliance branch circuit) on this island somewhere to satisft the code requirements for receptacles on every counterspace larger than 24".
