Outlet rules for an unfinished room in a finish basement

I know the NEC has different rules for finished vs unfinished basements but about an unfinished room (like laundry or storage) in a finished basement. Does it follow the unfinished or finished rules? I'm specifically curious about a storage room that will have an insulated exterior wall but bare studs and joists with a vinyl floor. Do I need just one GFCI outlet or do I used non-GFCI every 12 feet?

Thanks in advance!

The receptacles in the unfinished part require GFI protection, but you do not need to follow the 6/12 spacing requirements.
