Outlet with decreased power
 
What causes an outlet to have less power then the other outlets on the same circuit? I have already change the outlet but the problem continues. Is it a bad breaker?

What do you mean decreased power?
Les voltage, or no voltage?
More than likely a loose connection between the oulet feeding this one and the one you replaced.

Maybe a dimmer installed... was that receptacle once switched?

I agree with Jbfan, it is most likely caused by a loose or poor connection in the outlet ahead of the one with the problem or a damaged wire.

Did you measure the voltage? 110 - 130 is okay. Voltage levels can fluctuate to a small degree.

Most modern digital testers would not pick up a loose connection while testing for voltage. They simply do not put enough of a load on the circuit to detect the voltage drop.

Sometimes what can happen is that you will see good voltage with the tester, but when you try to run a load (vacume for example) you notice the decreased power.

Look for a loose connection at any of the recepticles on that circuit.

I live in southern California, and I've notice that the AC voltage varies during the time of day especially in the summer when it is hot. At first I thought there was something wrong with my electrical system, and then I realized that it had to do with the overall power demand in the area. Since the power is only low at one receptacle, power usage is obviously not the problem. I would check your connections and outlet.
