Outdoor recessed 4-pin cfl out


Hey folks, I got an outdoor recessed light that is out. It is located at an entrance way. Tried replacing the bulb and that didn't help (G24Q-2, 18W 4-pin). I'm guessing the problem is the ballast. I probed the socket pins with a voltmeter and got some wacky results (can't remember exactly what it was, but it didn't make sense).

The light never worked since we moved in, so I never could have observed flickering or anything like that.

Is there anything else I should try? How can I confirm that it is wired correctly?

The bulb is G24Q-2 (18W 4-pin). The ballast part number appears to be ICF2S18H1LDK, about $30.

I'm in California, so Title 24 would apply, which means I guess I can't change this fixture to a screw type (to save ballast headache again). Even if I could, I'm guessing the housing rating wouldn't match.

If a new bulb didn't fix it, replacing the ballast is the next step.
