open neutral on dryer...dryer won't work

I assuming when you tested open neutral you meant your getting zero or near zero volts when testing from a hot leg to neutral?

If the outlet is wired correctly it should look like this

120v +/- go for all res voltage?

Posted some pictures of my success could have been better but I have seen much worse.

Yes, there may be some areas that are still 110 and 220.
