ontario code question

i need to put in an upgrade to 100A / per code. the existing panel is in a bedroom but have a sub panel in the base ment at 100A. I would like to use the sub panel as the main panel and understand that the new stack and wiring have to go there. when i disconnect the old panel i will have a
few circuits that need to be routed to the new panel. can some type of panel be inserted where the old one was and just have the wiring terminate in that panel. of cource the new feeds would come from the new one. so looking for ideas that are compliant with the esa. tks keith

ontario code question

The guts of the old panel could be removed. Then it can be used a junction box with a proper cover that must remain accessible. Any unused holes (such as where the feeder lines came in)will need to be plugged as well.
