old White Rodgers thermostat

I have an old White Rodgers thermostat in my apartment. I took the cover off the front, what does the #'s inside mean? (i.e .15, .25,.5o etc) How can I set this to get my apartment warm?:(

Those numbers are the temperature difference for turning the heat on and off. Changing this setting will not make your apartment warmer. Do you know what type of heating system is in this apartment? Do you have your own furnace?
