Okay im frustrated!..lol

Rooms with no fixed lighting fixture connected to a switch require an outlet connected to a switch, often a 3-way switch, one at each end of the room. This is to allow a light to be plugged into the outlet. Sometimes, only half the outlet is switched, with the other half being live all the time.

Is it a new home or existing?
Have they worked before?
Where are they? Are they dedicated circuits?

As posted, are both half of the plugs not working or only 1 half?

It will be difficult for us to aid in troublshooting through a forum but with a lot of time and patience, it is possible.

The other option is bring in a local electrician and have it solved quick.
