Occupancy sensor switch problems

Im a facility's manger at a church and Im trying to install a occupancy sensor switch in the bathrooms, like many hospitals have now. Im running into an issue. After things are installed the florecent lights will not come on completely, they flickers or almost go ON/OFF repeatedly and I can hear the ballasts buzzing alot! I can fully turn the switch to the ON position and things are fine but in sensor mode its just about worthless.....also the switch is getting near hot, Id say 120-140 degrees.

This is a single pole switch

Occupancy sensor switch problems

According to what I have read those switches are only compatible with rapid start magnetic ballasts on flourescent fixtures.
