If I understand you correctly, you've got a receptacle/cable where you have indication with a neon test lamp, but when you plug in a load, the light goes out and you have no voltage.

If this is correct, you have an open circuit. The neon lamp will light even with an open, since it does not draw current, and reads voltage coupled by capacitance or a very high resistance in the cable or at a previous receptacle/junction.

Check other receptacles/lights on the same circuit. Most circuits are wired from one receptacle to the next, so you may have a broken connection at one receptacle.

If you can provide a bit more info, I am sure that I, or someone else here can help you.

Yeah, coobe a broken wire internal to the cable.

You may find the break by flexing portions of the cable with a table lamp plugged into it. Most likely places are at each end of the cable where minimum bend radius cautions were not followed.

You may also localize the sparking at the break with an AM radio tuned between stations.

You can then fix it but you will then compromise weatherproofness and cable tensile strength.

Do you ever wonder what happened to the OP when there's no response from him after a week or so?

Unsolved mysteries...

Probably died a horrible death due to bad advice emanating somehow from his computer. Or not.
