Do you know if the basement has its own circuit?
Did you actually turn the breaker off and then back on to make sure it is reset?
Are you aware of any GFCI receptacles anywhere in the basement?
You will first have to verify if you have power coming out of the breaker. You will need a meter and you will have to remove the panel cover.
Turn off the main breaker while you are getting set up. Once the cover is off and before turning the main back on, check wire where it is attached to the breaker and make sure it is secure and also locate the white neutral that is paired with the black wire and make sure it is secure in the neutral bar. If those are good you will need to check the voltage at the output of the breaker.
You will have to start opening up each receptacle and light fixture and look for the loose connection. Start with the ones closest to the breaker panel.
Now, everyone why would the light fixture be causing everything to be dead on that circuit, even though the breaker did not trip? Bueller... Bueller.... Bueller?
Betting on back stabbed device too. I hate those things they should be illigal.
