New Contruction - outdoor electrical


I've just built a garage and now need to start on the electrical. I have never done electrical before. I am going to start with setting up the external boxes for the outdoor receptacles and lights.

Can I just have a 1" hole backed by a box behind the external OSB? Or is it better to cut a hole the size of the box and mount the box flush with the external wall?
I am planning on stuccoing the exterior. Should the box extend out past the external wall (say maybe 1/4") to compensate for the finish?
What is the best way to weather proof and external box? The last thing I want is water getting in the box.
Do I use a "poly hat" for external boxes? I know I need to for internal boxes.

Any advice wold be greatly appreciated. Thanks!
