Almost ready to install new fridge- I would like to install a dedicted 15 amp outlet behind where the fridge is going - my panel is in garage which is next to kitchem so the run is short- Do I just install new 15 amp breaker in panel and bascially install one run directly to outlet? (I've installed new breakers before- but never a direct circuit- See photo

It would be like any other circuit. Does not matter how many outlets on the run, they all get wired pretty much the same.

do all kitchen outlets (Including fridge) need to be on 20 amp circuit or is fridge exempt as long as it's on it own 15 amp circuit?

One dedicated 15A or 20A to frig or fed off 20A small appliance branch circuits. Either way is fine.
