Neutral and ground wire connections

As I look at my load center, I noticed that the neutral wires and ground wires both go to the same bar. I would have thought these would be separate. Is this normal?

Neutral and ground wire connections

In service equipment this is perfectly normal and code compliant. In any panel after the first means of disconnect it is not proper.
