Neon Light Repair

I have a Tsingtao Neon Light Sign. I have not worked with neon lights before but have experience in wiring standard lighting. Due to the high voltage I am looking for some advice before I stick my screw driver in!

Power Supply:

Neon Tech Model: 210 AID E202660
Indoor Type 7
Input 120 VAC 50/60 HZ 1.5 Amps
Output 2,000-10,000 V 47mA

When I plug it in, it lights up for a second then goes out. If I unplug it and replug it in immediately, nothing happens. If I wait to plug it back in a good 3 to 5 minutes, it will light up for a second again.

If someone could guide me on where to start troubleshooting this bad boy it would be great.

I'd try a different power supply to start with.
Just don't sit on the bare wires like this one guy I know did when we were working on an art project.... he hit the ceiling.... lol
