looking for the nec code for repair of double tapped breakers

Some breakers are listed for two conductors. What brand breaker are you dealing with?

A pigtail and a wirenut can join two conductors to a breaker.

It would be the code section requiring devices to be used according to manufacturers directions. Some manufacturers allow two wires. Some allow only one wire.
