can ge breaker be used in murray panel?

Possibly depending on panel. However, the technical answer is no as they are not the same manufacturer and are not tested together. Would it work? Like I said, possibly. Would it be a code violation? Yes. Is it done all the time? Absolutely.

Doesn't matter if it would work or not. There is no reason to do it. Just go get the proper breaker made by the panel manufacturer. They are cheap enough not to use the wrong ones.
