moving breaker question

I'm installing an interlock kit for a generator. With that said, I need to move breaker #2 and #4 to the bottom to make room for my back feed breaker. The wire for these 2 breakers come in from the top and the hots are to short to reach the bottom of the panel. Can I just extend the hot wire using a wire nut and leave that splice in the panel? Or is this not correct?

Extending the hots that way is done all the time. If you were in Canada you could not extend them in the panel.
